Alan O’Neill will join the council next week to support progress being made on the Transform South Ayrshire programme

South Ayrshire Council has appointed a new digital transformation manager to support progress on the Transform South Ayrshire programme.

Alan O’Neill, who is expected to join the council next Monday, has held a number of senior roles and has extensive experience of leading ICT and business process and systems changes for large global organisations, the council said.

His skills, expertise and experience make him the ideal person to support the progress being made on the Transform South Ayrshire programme, which has moved on significantly over the last few months, the local authority added.

The Transform South Ayrshire programme comprises three workstreams:

  • ICT Foundations – which focuses on ICT infrastructure, particularly internet connectivity, internal telecommunications, end user computing, and ICT hosting and resilience.
  • South Ayrshire Goes Digital – which works on delivering services to our customers and residents online, particularly online payments and bookings, and developing the website to support this.
  • South Ayrshire Ways of Working – which is intended to introduce more flexible and agile working arrangements; job redesign; digital records management; enhancing electronic communications; and developing a more progressive and positive organisational culture.

Australian-born O’Neill will focus on leading the ICT Foundations workstream as well as taking forward a review of the council’s ICT service.

He said: “I’m thrilled to be joining the council and look forward to working with the team and colleagues to take forward this challenging work programme, which will make a massive difference for our customers, staff and residents.

“As a new South Ayrshire resident myself, I’m also looking forward to getting to know my local community and the wider South Ayrshire area and seeing how the council can make a difference for people in their everyday lives.”

Valerie Andrews, executive director – resources, governance and organisation, said: “Alan is joining the council at a really exciting point in our transformation journey and we look forward to welcoming him into post.

“His skills and experience mean he’ll be able to hit the ground running and work with colleagues from across the council to continue our work to Transform South Ayrshire.”
